Drawing on a case study research conducted as part of the pursuit of a doctoral degree, this paper discusses the often mixed perceptions stakeholders in a school community have of the professional development needs of teachers. The paper examines issues of control and ownership of professional development and the tension that arises between administrative and teacher expectations. The concepts of 'communicative action' (Habermas, 1984, 1987) and 'communicative space' (Kemmis, 2000) are developed as an exploration of communicative space in a school community related to the perceptions of stakeholders of the professional development needs of teachers.
